Introduction to the Bingo Game  Rules

The bingo rules and associated Terms and Conditions (along with details supplied from time to time on the site and by promotional e-mail) govern the use of the site and the operation of the bingo games within it - including chat games.

Awareness of the bingo rules and participation rules is the responsibility of the Player, please take some time to make certain that you read all information on the site carefully and fully.  Use of funds from a Player Account to play a Game is considered confirmation of full understanding and acceptance of the Rules and the Terms and Conditions.

In the event that you do not accept or understand the terms of this agreement, you should not play the bingo games.

Participation Rules

1.  Players must be 18 years of age or older.

2.  Players must accept the Rules and Terms and Conditions governing use of the site and bingo games.

3.  Players must register accurately and fully with the site by completing the registration documentation.

4.  Players must deposit funds using a method acceptable to Rock International Ltd.

5.  Bingo Games are offered throughout the day and vary in price and structure depending on the stream and session being played.  Rock International Ltd. has exclusive authority to modify the game schedule without prior notice.

6.  In all cases final decisions on game participation and bingo game prizes will be based on the details recorded in the Rock International Ltd. database and game logs.  Where requested by a participating player Rock International Ltd. will supply a full copy of the game log for any disputed game.

7.  Purchases will always be considered VOID if for any reason payment is not received by Rock International Ltd. or if there is an applicable charge-back at a later date.

8.  Rock International Ltd. reserves the right to limit player participation in a game at any time.

9.  Bingo game payment is deducted from player accounts before the start of the game.  Game prizes will be deposited into player accounts immediately upon completion of games.

10.  Player account balances (in full or part) will be paid on request, subject to the Rock International Ltd. payment policy as detailed on the site and other player communications.  A minimum payout request of $20 is required.

11.  Payment Policy

• Players can request a payout from winnings balances only.  The amounts cannot exceed their Player Account cash balance which must be in good standing.  Rock International Ltd. reserves the right to withhold any payments until all financial transactions have been settled and cleared.
• Players can request a payout if they wish to close their Player Account.  Any unpaid or outstanding charges will be subtracted from their account balance in the event of charge backs.
• Players CANNOT request a payout from deposits made to their account unless they wish to cash out and close their Player Account.  Requesting payouts from their account balance derived from deposits and not wins will be deemed a cash advance from Rock International Ltd. and a misuse of our online purchasing system.  In such cases we reserve the right to levy a surcharge to offset transaction and administrative costs.
• In ALL cases, Rock International Ltd. reserves the right to withhold any payments until all related financial transactions have been settled and cleared.
• Accumulated winnings can only be withdrawn when a deposit has been made to the account.

12.  Where more than 50% of a player total wager is bet on games other than bingo, the original deposit and bonus must be played through 10 times.  Where more than 50% of a player total wager is bet on bingo, the players original deposit and bonus must be played through 3 times before any funds can be cashed out.

13.  Employees of Rock International Ltd. are prohibited from participating in games.

14.  Players are allowed one account only.  Where we believe multiple accounts have been opened Rock International Ltd. reserves the right to disabled all or duplicate accounts and to reclaim any bonus payments incorrectly awarded, or awarded by virtue of the multiple account operation.

Fairness Statement
The bingo game systems have been designed to be 100% fair to all players.  We have worked with our developers to continue to reinforce the product's reliability based on technical issues that have arisen due to the various factors associated with online bingo.

Unlike a bingo hall where a player can YELL Bingo and halt the game immediately, online bingo over the Internet is played across the globe in many different time zones through a large network of interconnected routers and satellite connections.  Although there are times when the Internet runs smoothly and network traffic arrives to it's destination on time, there are a number of factors that can prevent data from arriving.  Over the past 18 months we have closed player reported trouble tickets which have been caused by:

• Dropped connections - This can be when a player's dialup connection to their ISP times out because they were on too long, or because someone picks up a second phone while connected via dialup or other situations that will terminate their connection to their ISP.  Sometimes, ISP's have network problems that inhibit or prevent network traffic from reaching their destinations.
• System Hang-ups - This occurs when the program encounters a situation that prevents it from working or is terminated abnormally by the operating system.  This can happen with any software program.  We have analyzed this and have determined that this happens about 0.001% (or 1 in every thousand) of all the games played.
• Internet Routing Issues - Sometimes there is network congestion on the Internet that prevents or inhibits network traffic from arriving at its destination.  You may have experienced this while surfing the net on your browser after you click on an active link and nothing happens.  Sometimes pressing reload will clear this problem.
• Socket Errors - Socket errors occur when situation (1) or (3) occur and indicates a poor or non-functioning Internet connection.

In each case we have taken "the customer is always right" attitude and credited back player winnings or bingo game credits.  At the same time, we have asked our developers to produce work-arounds to these issues and to deliver a game to our players that will guarantee that the money they spend is well invested.  We want to ensure that when a player purchases a bingo game card, they have every chance of winning and that the outcome of the game is NOT affected by the:

Instability of the Internet
speed of one player's Internet connection over the other player or physical location on the globe.

Over the past five years our developers have continued to evolve our award winning bingo service into what we believe to be the fairest and most reliable form of bingo on the Internet.

In response to your concerns, our developers have provided us with the following "Game System Protocol" which we are making available to you.  We hope that it clearly explains to all of our players how the game system works, that it is undeniably random, and most importantly, fair and enjoyable.

Bingo Game System Protocol

1. The game server starts a new bingo game by selecting the game pattern for the next game.

2. The game server enables player card purchasing.

3. The players manually select their game cards from a deck of 30,000 unique bingo cards.

4. Players purchase their desired cards.  The purchase requests are sent to the game server.

5. The game server receives the purchase requests from the players and enters their selected cards into the bingo game.  The server sends an acknowledgement back to the player telling the player that their cards have been purchased, and entered into the game.

6. Ten seconds before game start time, the game server suspends further card purchasing.

7. The game server then generates 75 numbers between 1 and 75 using the system's random number generator.

8. The game server then systematically applies the random calls to each of the player purchased bingo cards and cross checks each card with the winning pattern.  With this procedure, the game server has now determined the number of winning bingo cards in the deck of player purchased cards and at which call the cards have won.

9. The game server then broadcasts all of the calls to the players game clients (both Java & windows version).

10. The player's game client software receives this information and begins calling the numbers.

11. Calls are presented to the user every ten seconds.

12. Players can then play and chat with other players knowing that in the event of any system, or telecommunications interruption their cards have been fairly entered into the bingo game and that in each case the true game winner (or winners) will be awarded the prize.

The outline above is provided to illustrate the Random and Fair nature of the bingo games.

Players are presented with random cards from which they alone make a choice, additional card choices are available at any time.

Game calls are generated randomly only AFTER card sales have closed.

Game win or lose is determined by a a combination of card selection strategy and luck.

Once purchased, bingo game cards are always played and players credited with wins regardless of program or network problems - it is not necessary to view a game to participate or to win.

Definitions and Terminology Used in The Bingo Games

Player - An individual registered at the bingo game (having correctly completed the registration form).

Purchase - cards that have been selected and then bought by a Player from deposited funds.  When a Player elects to deposit funds into their Player Account by one of our e-commerce systems, the Purchase must be validated by Rock International Ltd. and its credit card and other agents.  In the event that Purchase is subject to a charge-back, or is otherwise incomplete, the Purchase becomes void.  A bingo game Purchase is considered valid if the Players deposit of cash funds transaction is complete.  We cannot offer refunds once a Purchase is made.  All Purchases are made in United States currency.

Card - A set of randomly collected numbers between 1 and 75 (inclusive) organized in 5 x 5 configurations.  Until a Card is in play, Players have the option to change the collection of numbers by selecting a new Card.  Once a Player accepts the collection of numbers for any Game, the Card becomes valid and In Play.

A Game is a collection of purchased rows that are valid and in play.

A Game Variation is a specified pattern that must be matched on a Player's card in order to win a Game and receive a Prize.

A Call is a broadcast message from our Game server, received by your computer containing a randomly generated number between 1 and 75.

A Bingo Call is a broadcast message from a Player's computer, received by the bingo game server identifying that Player as a holder of a Game Variation.

In Play will be the term used to describe any Game that has been initialized by our Game server and is receiving calls and communicating with the Game server.

A Prize is a cash allotment that is payable to a Player (or Players if there are more than one winner) who identifies to Rock International Ltd., through a Bingo Call, a match to the Game Variation of a Player Card.  Prizes are automatically deposited into a Player's Winner Account.

The Parties: Rock International Ltd. and the Player.

A Player ID is a username that is assigned to the player by Rock International Ltd. at the time of registration, such used by the parties to uniquely identify a Player.

A Player Account is the account which the Players use to deposit funds, buy into games, deposit winnings into and request payouts from.  Once a Card is In Play, the Game Credit cannot be returned to the Player.

Cost of Playing Bingo

Card cost and variations are as indicated for each game and vary depending on the bingo game schedule.  Card cost varies from $0.01 to $1.00

Players can purchase any number of cards from one to the maximum allowed by the game pattern.

Claiming Bingo Prizes

Prizes are automatically deposited to the winning Players Account "cash balance."  Players can purchase bingo games from their winnings or request a payout be mailed the address given at the time of registration

Players who wish to claim their prize money must request a "payout" by visiting the Players Area and selecting the Payout Request link.

In all cases, players are responsible for ensuring that mailing information is correct

Players agree that they are 18 years of age and have authorization and authority to use the credit card offered to Rock International Ltd. for a Purchase.

Under no circumstances will Rock International Ltd., its agents, or any persons or entities affiliated with these games or this website, be liable for any costs or expenses incurred by a Player in making a claim.

Rock International Ltd., its agents, or any persons or entities affiliated with these games or this website, will not be held liable for any costs or expenses incurred by a Player for any overdrafts relating to deposits to Player Accounts made through our e-commerce systems.  It is the Player's responsibility to ensure that sufficient funds are available to them before they make a deposit to their Player Accounts via our e-commerce systems.

Rock International Ltd., its agents, or any persons or entities affiliated with these games or this website, will not be held liable for any costs or expenses incurred by a Player for any overdrafts resulting from multiple deposits to a Player's Accounts made through the improper use of our e-commerce systems.  Reloading a cash deposit transaction page constitutes misuse of our e-commerce system and as such, Rock International Ltd., its agents, or any persons or entities affiliated with these games or this website, will not be held responsible or liable for any overdraft charges or costs that they may incur as a result misuse of our e-commerce systems.  Rock International Ltd. will issue a credit for any multiple billings arising from the use or misuse of our e-commerce systems.

Rock International Ltd. shall have the right to suspend or withdraw any participation at its absolute discretion.  Personal details of all Players will remain confidential unless Players agree to their details being used for future publicity purposes.

Rock International Ltd., its agents, or any persons or entities affiliated with these games, will not be liable for any loss of whatever nature arising from the cancellation of any round, including the loss, for whatever reason, of the chance to participate in the Game.

In particular, but without prejudice to the generality of the foregoing, Rock International Ltd., its agents, or any persons or entities affiliated with these games or this website, will not be liable to any person:

• In the event of force majeure,
• For the failure of, or damage or destruction of the central computer system or records, or any part thereof,
• For delays, losses, errors or omissions resulting from failure of any telecommunications or other data transmission system, for any delay resulting in non receipt of any participation for a particular round.

Rock International Ltd., its agents, or any persons or entities affiliated with these games or this website, will not be liable for any loss as a result of an act of God, an outbreak of hostilities, riot, civil disturbance, acts of terrorism, the act of any Government or authority (including refusal or revocation of any license or consent), fire, explosion, flood, hurricane, theft, malicious damage, strike, lock-out, or industrial action of any kind.

The Parties shall not commit nor purport to commit the other to honor any obligation other than is specifically provided for by these Participation Rules.

The Player accepts liability for any damages which may be caused by the misuse of his/her membership number and access-code details on Internet.

These Participation Rules constitute the entire Agreement and understanding between the Parties.

Disputes

Rock International Ltd. wants to assure all of its players (and prospective players) that it has made every effort possible to provide you with the world's most entertaining, reliable, and more importantly yet, honest bingo game on the Internet.  It is our sincere intent to ensure that all of our players are satisfied with the quality and fairness of our bingo games.  Every effort possible has been made by Rock International Ltd. to promptly and impartially resolve all disputes that may arise from the use of our game.

Customer satisfaction is our primary goal in providing you our bingo game.  We are determined to provide you our highest level of customer service possible.  Our resolve is to consistently provide you with a fair and impartial dispute mechanism in the event that a dispute occurs.  The success of our business is dependent on providing you with exceptional customer satisfaction policies.  Obviously, happy customers will ensure that we win new customers and that our existing players will continue to come back to enjoy the bingo games time and time again.

However, please be advised that in the event of any dispute regarding a participation or a Prize, the decision made by Rock International Ltd. will be final and binding.

The relationship between the Parties as well as this Agreement are governed by and construed in accordance with the laws of the Government of Guatemala.

Rock International Ltd. reserves the right to amend these Rules from time to time and vary them without prior notice.
